2026 Annual Operational Plan

Under the guiding theme “Operationalizing the Localization Agenda Through Evidence-Based Action,” the Grassroots Researchers Association (GRA) 2026 Annual Operational Plan serves as the foundational implementation roadmap for the calendar year. Over the 12-month period, GRA focuses on stabilizing operations in high-risk zones across Northern Nigeria and the Middle Belt, transitioning core monitoring and evaluation systems to encrypted digital platforms, expanding direct cash transfer mechanisms, and embedding community-led protection networks across eight target states. The plan outlines ambitious milestone targets to reach 100,000 direct beneficiaries, train 1,000 community leaders and local actors in civic governance and climate adaptation, deliver critical legal aid and mental health pathways to 1,000 vulnerable women, girls, and children, and execute three major anticipatory action triggers ahead of seasonal climate shocks.

Structured across four progressive quarters, the plan drives impact through six core thematic pillars—General Protection, Food Security, Health & Care, Education in Emergencies, Anticipatory Action, and Conflict, Security & Justice. Implementation ranges from Q1 baseline assessments, community co-design sessions, and digital MEAL rollouts, to Q2 cash and voucher assistance, mobile medical clinics, and mid-year audits. The second half of the year scales up climate adaptation, anticipatory flood interventions, agricultural support, and national policy roundtables in Abuja, concluding with rigorous endline evaluations, external financial audits, and community accountability reviews in Q4. Financially backed by a targeted resource allocation model—dedicating 65 percent directly to program execution alongside research, rapid response stockpiles, and compliance—this operational plan bridges strategic vision with tangible, life-saving action.
